TRIPP customs to operate under EAEU legal framework

Chairman of Armenia’s State Revenue Committee (SRC) Eduard Hakobyan stated during a press briefing that in the case of TRIPP, the customs service will function fully within the Eurasian Economic Union (EAEU) legal framework, as Armenia is a member of the union.

“The only unusual terms people have heard are ‘front office’ and ‘back office.’ These have raised questions, but in fact, they’re not exceptions. They represent the future of customs operations,” he said, according to Sputnik Armenia.

Hakobyan revealed that with U.S. cooperation, a new monitoring center will be established to intelligently scan and analyze cargo at all land border crossings using X-ray equipment.

“The cargo will pass through X-ray scanners, and the system, either through an analyst or artificial intelligence, will analyze the data and identify high-risk items for inspection. The concept of ‘front office’ and ‘back office’ refers to this setup, where the back office handles risk assessment,” he explained.

He stressed that the goal of the entire system is to minimize human contact, which in turn will make customs operations more objective and transparent.

On August 8, 2025, in Washington, Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev signed a 7-point declaration outlining the construction of a strategic transit route through Armenia’s Syunik Province, named the Trump Route (TRIPP). The route would enable Azerbaijan to establish trade access to Nakhichevan. Armenian and Azerbaijani Foreign Ministers Ararat Mirzoyan and Jeyhun Bayramov also pre-signed a peace and interstate relations agreement in the presence of U.S. officials. Pashinyan clarified that Armenia is granting development rights, not sovereignty, for the 99-year period mentioned.
