Atom Mkhitaryan offers to form a civil council at the RA President, with a further creation of personnel database. “A relevant package will be submitted to the government soon,” he told journalists in Yerevan. “The youth is more passive in Armenia than in the neighbor countries, that is why tenfold international funds flow to Azerbaijan,” Mkhitaryan added.
