RA Constitution needs to be amended![]() July 5, 2010 - 14:07 AMT PanARMENIAN.Net - The Constitution of the Republic of Armenia was adopted in 2005, what was a move forward, yet a bit inferior, a member of the RA Constitutional Court said. “The major drawback was that it was adopted in conditions of political intolerance,” Felix Tokhyan told a news conference on July 5, the Constitution Day. “Today, our problem is the operation of the Constitution. To develop, a country needs constitutional amendments. Our Constitution doesn’t determine President-parliament relations; it provides the country’s stability rather than protects human rights,” he said. “Our Constitution should be amended to improve the juridical system and ensure protection of human rights.” Asked whether Serzh Sargsyan’s statement on return of territories surrounding Nagorno Karabakh in exchange of status for the republic is legal, he said, “The RA President possess the right to take a decision, which, however should be coordinated with the parliament and the Constitutional Court.” ![]() ![]() Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire.
