The members of the Parliament do not raise the question of accordance of the Law to the Constitution, but draw the attention of the court to illegal, in their view, mode of its adoption. The deputies consider the Law was passed by breaking the National Assembly regulations. 54 deputies voted for passing the Law but, as the authors of the appeal maintain, it came to light later that one of the deputies voted not only for himself, but also for his absent colleague.
