The OSCE Minsk Group should have dealt with issues of truce maintenance, but not with the conflict settlement, Alaverdyan told a press conference in Yerevan. “However, the Minsk Group had not managed to establish truce – to the contrary, Azerbaijan had launched a large-scale aggression,” she said, adding that in 1994 a ceasefire regime was finally established due to efforts of then Russian defense minister Pavel Grachev. “The OSCE Minsk Group expressly or by implication destabilizes the region,” noted Alaverdyan. According to her, the OSCE Minsk Group arrives in the region with unlawful approaches. “They inspire Azerbaijan that those territories, which have never belonged to Azerbaijan, can be illegally “given” to it during negotiations,” Alaverdyan said.
