As the director of Educational Foundation of Artsakh Vladimir Grigoryan told a PanARMENIAN.Net reporter, the program was initiated by IT Development Center in Stepanakert and financed by Artsakh Investment Fund, which provided a USD 16000 credit to create a mobile computer center.
