What is the purpose behind OSCE's “mythical” report on situation in Karabakh?

PanARMENIAN.Net - The OSCE MG co-chairs presented a report of the OSCE Minsk Group co-chairs' Field Assessment Mission to territories surrounding Nagorno-Karabakh to OSCE Secretary General. The OSCE Minsk Group co-chairs conducted a Field Assessment Mission from October 7- 12, 2010, to assess the overall situation, including humanitarian and other aspects. The co-chairs were joined by the Personal Representative of the OSCE Chairman-in-Office and his team.

The situation described in the report fails to convey the reality. The document never mentions the developing infrastructure of Artsakh, actively developing economic, social, and cultural spheres in the republic. The document cites dreadful details of devastation and poverty reigning on these territories.

What is the purpose behind the report of the field assessment mission? Two explanations come to mind.

The first: OSCE is pushing Armenia towards yielding the territories to Azerbaijan. However, the mediators fail to consider that Stepanakert will not yield an inch of the land, liberated by the blood of Armenian soldiers. Any such attempt will only lead to Karabakh people closing the ranks to protect the liberated regions. And it's probable that new liberated territories will be added to these regions, for example, Shahumyan, currently in Azeri occupation.

The second: The report is meant to mollify Azerbaijan, constantly threatening with resumption of hostilities. Baku's threats to shoot down planes bound for Stepanakert airport seem to have also played an important role. But how long will the mediators manage to keep Azerbaijan hopeful for the forthcoming assignation of the liberated territories? Baku, actively arming itself and announcing its readiness for a war won't believe in mythical assessments of the mediators for a long time and will sooner or later try to put its words into actions.

Thus, the mediators, who set the peaceful settlement of Karabakh issue as their main purpose, will, through their report, lead the conflicting parties to a single possible result - a war.
