Masis Mayilyan, the chairman of the council, said the document is of utmost importance since it will represent the state strategy with a glance to available resources and possibilities. "If the other forms and levels of Arstakh's security are conditioned by the outcomes of future bilateral and multilateral agreements, there are no obstacles to creation of missing elements of our own system of national security," Mr. Mayilyan told PanARMENIAN.Net The council is a partnership of NKR public affairs and experts dealing with the urgent foreign policy problems.
