Frank-Walter Steinmeier announced Germany's candidacy in a speech in Hamburg on Monday. He said that the UN and the Security Council are needed "more than ever" in efforts to achieve peace. Germany, which is the European Union's most populous nation and has Europe's biggest economy, last held a seat on the Security Council from 2011-2012.
