PanARMENIAN.Net - Head of Modus Vivendi Center Ara Papian said that Azerbaijani Tartars did what they are used to. "Nevertheless, not only Aliyev is responsible for the viciously aggressive attack just after his renewed commitments to the peaceful negotiations. I would like to underline the responsibility of the world community," Ara Papian told a PanARMENIAN.Net reporter.

"The current explosive situation in the South Caucasus is the dire outcome of the policy of double standards by the world community. The world can not grant the right of self-determination to the peoples of Eritrea, East Timor, East and West Germany, former Soviet Union and former Yugoslavia, especially Kosovo, South Ossetia and Abkhazia and deny the same right to the people of Nagorno-Karabakh. Denial of the right to self-determination is a human rights violation and constitutes a breach of international law. According to the UN Charter, the principle of self-determination is one of the fundamentals of peaceful and friendly international relations and the people of Nagorno-Karabakh are entitled to independence as their choice of self-determination," concluded Ara Papian.

The conflict between Nagorno Karabakh and Azerbaijan

The conflict between Nagorno Karabakh and Azerbaijan broke out as result of the ethnic cleansing launched by the Azeri authorities in the final years of the Soviet Union. The Karabakh War was fought from 1991 (when the Nagorno Karabakh Republic was proclaimed) to 1994 (when a ceasefire was sealed by Armenia, NKR and Azerbaijan). Most of Nagorno Karabakh and a security zone consisting of 7 regions are now under control of NKR defense army. Armenia and Azerbaijan are holding peace talks mediated by the OSCE Minsk Group up till now.
