Artsakh will never be a part of Azerbaijan

PanARMENIAN.Net - Although the Karabakh movement has counted 21 years already, the conflict between NKR and Azerbaijan remains unresolved. The proposals the OSCE Minsk Group Co-chairs submitted to the sides in Madrid in November 2007 did not satisfy the sides, specifically the Nagorno Karabakh Republic, as the basis of talks. On request of PanARMENIAN.Net, Mr. Bako Sahakyan, President of the Nagorno Karabakh Republic, comments on the current situation in NKR and Stepanakert's position on the settlement process.
Necessity to include an NKR representative in the negotiation process is much spoken about. At what level should this participation be secured?

The position of the Nagorno Karabakh Republic is unchangeable. The conflict can't be resolved without participation of NKR as a full-fledged party. The OSCE Minsk Group Co-chairs understand that Stepanakert should be a participant in all stages of the process: from exchange of views up to development and implementation of agreements.

As to the level of representation, it should be adequate to that of other sides, specifically Azerbaijan. If talks are held at the level of heads of state, so NKR should also be represented by President.

Baku keeps insisting that the principle of territorial integrity dominates over the right of nations to self-determination. How would you comment on such position?

Azerbaijan presents his own interpretation of the international law but it doesn't mean that it's correct. The principle of territorial integrity can't dominate the international law. Recognition of Kosovo, Abkhazia and South Ossetia is a vivid example that the only way to resolve the Karabakh conflict is to recognize the right of Artsakh people to self-determination.

What is inadmissible for NKR in a peace deal?

I would like to repeat that resolution of the conflict is impossible without full-fledged participation of Nagorno Karabakh in negotiations. Our position is that we can't return to the past. Artsakh will never be a part of Azerbaijan. NKR security should never be an article of commerce either. As to other issues, we are ready to discuss them with Azerbaijan.

Do Armenia and NKR differ on mechanisms of conflict resolution?

I think that the national stance on resolution of the Karabakh conflict has been already developed. We are grateful to Armenia for advocating our interests in the process, which is presently dragged out due to defective format of talks. Baku's non-constructive position prevents resolution of the lingering conflict.

Our republic possesses human potential and natural resources essential for sustainable development. We will strengthen our statehood and develop economy. We will work for the glorious future of our people.
