In addition to presenting details of the alleged “killing”, the letter noted that Azerbaijan “repeatedly stated that Armenians attack and kill not only Azerbaijani servicemen, but also civilians in front-line regions, regularly violating ceasefire.” Meanwhile, the letter does not refer to the Azerbaijani firing at the NKR positions on a daily basis, what often results in death of Armenian servicemen, as well as to the March 15-16 firing at Armenian kindergartens, schools and cars. Yerevan and Stepanakert have already assessed the incident, making hay of the Azerbaijani accusations. However, Baku steadily insists on Badalov’s “killing.” It is possible that Mehtiyev’s letter will lead to adoption of another UN resolution. But it will change nothing, except for systematic ceasefire violations by Azerbaijan with reference to a UN resolution. Eventually it becomes clear why Azerbaijan aspires towards changing the format for the Karabakh conflict resolution and transferring it to the UN. The organization will just give Azerbaijan a free hand. And in such case a new war in Karabakh may become real.
