"We welcome Turkey's Caucasus Stability and Cooperation initiative, although there are many questions regarding the format and mechanisms of the platform," he said. "Turkey can facilitate the Karabakh resolution process by opening the border with Armenia and influencing on Azerbaijan. But it can by no means be a mediator in the talks," the Minister added. ![]() ![]() Azerbaijani authorities report that they have already resettled 3,000 people in the Nagorno-Karabakh town of Stepanakert. Azerbaijani President Ilham Aliyev arrived in Moscow on April 22 to hold talks with Russian counterpart Vladimir Putin.
