Armenia may reform civil service system within 5-6 years

PanARMENIAN.Net - Civil service system in Armenia may undergo reforms within 5-6 years, Head of Ameria consulting Gagik Sahakyan told a PanARMENIAN.Net correspondent. "If we are able to make the system effective within 5-6, it will be an excellent result," he said.

In June 2009, Ameria CJSC, RA Civil Service Council and Finance Ministry's International Program Funding Management Center concluded a three-year agreement on the "Elaboration Development Strategy for RA Civil Service", including preparation of civil servants. Project will be implemented by Ameria consulting and Breckenhill Canadian firm. Financial means will be mainly allocated by World Bank, with Armenian Government being a co-funder.



According to Sahakyan, company is currently studying Armenia's civil service system, with all its positive and negative aspects. It is also studying and analyzing the experience of Eastern European states which 20 years ago were in the same starting position as Armenia as well as developed Asian-Pacific countries of the region (Singapore, South Korea, Japan).



Head of Ameria consulting also said that the new strategy envisages new requirements for civil servants, as well as the procedures and methods of stepping up service stairs. "Existing mechanisms are no longer as effective, while the elaboration of new ones will help minimize possibility of non-professionals' involvement in civil service," he noted.
