Armenia's policy, according to him, may differ from the policy of its strategic partner. "By awarding Saakashvili, Yerevan sent a specific kind of message to Moscow," Armenian political scientist stressed. Touching upon the problems of Armenians in Samtskhe Javakheti, Sergey Minasyan stressed the importance of Armenia's conducting a more clear-cut policy to avoid complications in Armenian-Turkish relations. Expert Armen Aghayan noted in his turn that the issue was not on Armenia's foreign policy agenda. "Armenian authorities in Samtskhe Javakheti gave a green light to Georgia's policy. The issue should become Armenia's internal problem, obliging our authorities to take concrete steps in that direction," Aghayan stressed. Azerbaijani authorities report that they have already resettled 3,000 people in the Nagorno-Karabakh town of Stepanakert.
