The draft presupposes rendering support to democratic movements in developing countries of Eastern Europe and Asia. The document is called "Advance democracy act". According to political correspondents, approval of the legislation will promote the export of "velvet revolutions" from Ukraine and Georgia to other CIS countries. If approved, the initiative of McCain and Lieberman will also instill confidence in Armenian oppositionists.
