As Hermine Naghdalyan stated at a parliament-hosted news conference, she won’t be joining PACE delegation, for lack of a precedent for a vice speaker to be included into a delegation. “However, back in 2003-2008, then vice speaker and later, speaker Tigran Torosyan was included into Armenian delegation to further become its head,” the paper said.
