Azeri Political Scientists Think Karabakh Conflict Settlement In 2006 Possible

PanARMENIAN.Net - After the parliamentary election in Azerbaijan the Karabakh issue resumed its urgency, the 525th newspaper writes. Officials of international organizations, including the OSCE Minsk Group Co-Chairs highlight the conflict settlement next year. Some time ago in Ljubljana the mediators submitted new proposals to the Foreign Ministers of Azerbaijan and Armenia. OSCE MG Russian Co-Chair Yuri Merzlyakov noted that the outcomes of the meetings held with Vartan Oskanian and Elmar Mammadyarov may be rated as satisfactory. According to him, it is impossible to achieve progress in the Nagorno Karabakh conflict settlement without settling all the details. Yuri Merzlyakov also said that before the visit of the mediators to the region the FMs should submit the proposals to the Presidents, whose meeting in January would be advisable. The date and place of Robert Kocharian's and Ilham Aliyev's meeting will be determined during the mediators' visit.



The mediators noted that the possibility of the Karabakh problem resolution in 2006 is high. This year no election are expected in Armenia and Azerbaijan and this will appear as a favorable condition for regular negotiations. In the opinion of some Azeri political scientists, the intentions of the West and international organizations as regards the Karabakh problem are bound with the Baku-Tbilisi-Ceyhan oil pipeline. It is not ruled out that some pressure will be exerted

since international organizations and major states are interested in complete security of the pipeline. They comprehend that the Karabakh conflict is a "danger for the pipeline." Head of the

Center of Technologies and Political Innovations Murabiz Ahmedogly stated that the Karabakh problem may be settled next year. "The peaceful negotiations have been continuing for several years already. Unfortunately Armenia does not honor its obligations and every time the talks are started from nothing. Taking this fact into account all the results achieved will be included in a common document signed by the parties," he said.



Azeri political scientist Gabil Guseynogly also admits the possibility of resolving the Karabakh problem next year and pointed out to the ongoing serious processes. "The U.S. admitted the outcomes of the parliamentary election. Most likely it is connected with the Karabakh problem. The U.S. pursues the policy of double standards towards Azerbaijan and I suppose that the decision to be taken will not be in favor of Azerbaijan," he said adding that in the near

future pressure upon Azerbaijan will be increased. "However everything depends on the will of the Azerbaijani society," the political scientist resumed.
