A. Martirosyan: UN May Implement Peacekeeping Mission in Karabakh Conflict Zone

PanARMENIAN.Net - Armenia's permanent representative to the UN Armen Martirosyan does not rule out the opportunity for the UN to start implementing peacekeeping mission in the Karabakh conflict zone after signing of a political agreement over the Karabakh issue. «The problem will be subject to discussion when the parties come to agreement. The matter is at the stage of preliminary examination,» Martirosyan said. «Armenia's position from that point of view is rather flexible,» he added. During 2005 Azerbaijan tried to introduce the Karabakh issue in the UN General Assembly agenda. None of the attempts was a success. However, it is significant that during the second attempt the US and UK voted for Azerbaijan's proposal. Mr. Martirosyan explained it with UN policy: most UN countries are sure that each country should have an opportunity to present its apprehensions to the international community.



«However, this does not mean that if the issue was included in the agenda those countries would express a positive opinion over Azerbaijan's demands,» Martirosyan assures. «Here were differences of the UN political and bureaucratic traditions. They also stated that event when the opponent countries were introducing the issue to the agenda, the US never voted against,» Martirosyan reported.



The most global organization in the contemporary world, in Martirosyan's words, is now experiencing interesting times. The agenda included matters of forming new bodies: a peacekeeping commission and human rights council, program of reform of the Security Council, as well as election of new Secretary-General. This year, upon the completion of the 60th anniversary of the UN GA, Kofi Annan's tenure expires at the office of the Secretary-General. «Not having its own candidate, Armenia however has a vote in that important issue and will use it without fail,» said Armenia's permanent representative to the UN, reported RFE/RL.
