As he noted, Ankara can promote ties with Yerevan by ratifying the 2009 Armenian-Turkish protocols without preconditions. “Turley’s recognition of Genocide and opening the border with Armenia may promote establishment of civilized ties with the regional states,” Kocharyan concluded.
