The outcomes have been announced; the opposition has launched protest actions. The OSCE/ODIHR preliminary report points out to the shortcoming that should be addressed. The final report will be issued in mid-April. Armenia needs time to become a true democratic state. But I would like to emphasize that the OSCE will not build its report on opinion of any side, either the authorities or opposition," Mr Kanerva said.
