Russia and US cannot force Armenia and Azerbaijan into signing a peace treaty

PanARMENIAN.Net - "Armenia and Azerbaijan are independent countries; they are neither Russian provinces nor American states, so Washington and Moscow cannot force them into signing a peace treaty. Conflicting parties should reach agreement on their own; mediators can only help them," said Professor Irina Zvyagelskaya, Vice President of Russian Center for Strategic and Political Research.



It's very good that Russia, United States and Europe share unanimous views on Karabakh settlement, but it is first of all necessary for conflicting parties to reach agreement, she finds.



"Presidents as usual reach agreement during meetings, but once they return home, they start accusing each other for the breakdown of talks," Zvyagelskaya said, adding that Presidents in their countries often meet the dissatisfaction of local nationalists who disapprove of peace agreement. That's why state leaders have to consider their opinions. To improve the situation, it is necessary to maintain ties with civil society and political parties to somehow bring parties positions closer."
