Monitoring of impact of crisis on households to be carried out in Armenia
Monitoring of impact of crisis on households to be carried out in Armenia, press service of the UN Yerevan office reports.
Cooperative program was signed on Friday by the minister of labor and social affairs of Armenia Gevorg Petrosyan, UN Resident Coordinator and Permanent Representative and Head of the UN Development Program in Armenia Consuelo Vidal and the Chairperson of the National Statistical Service (NSS) of Armenia Stepan Mnatsakanyan.
The IMF has agreed to provide technical assistance with analyzing the data. With support from the UN Armenia Country Team, the Government of Armenia will conduct a baseline survey on the impact of the global financial crisis covering a sample of 4,248 households. The national counterparts are the National Statistical Service, the National Research Institute of Labor and Social Issues of the RA Ministry of Labor and Social Issues mandated to provide evidence-based policy recommendations to Government agencies for the development of policies and projects in the area of social protection.
The main Programme outputs will include: an effectively functioning national social monitoring system which will help decision-making agencies not only analyze the current level of household vulnerability but also to carry out follow-on regular monitoring over the next one-and-a-half years; and reduced poverty and income inequality in Armenia due to the global financial crisis.
Implementation of the Programme will largely help to identify, prevent and overcome the social consequences of the crisis.
"The United Nations and the Government of Armenia have recently signed the UN Development Assistance Framework (UNDAF), our Programme of Cooperation for 2010-2015. The Joint Programme on assessing the impact
of the crisis on household vulnerability, together with the MDG National Progress Report on Armenia, that we will finalize soon, will
prepare a solid ground for implementation of the UNDAF during the upcoming 6 years, which addresses the issues of vulnerable groups, such as the poor, women, children, the disabled, elderly and refugees.
This Joint Programme is another example of the UN system in Armenia working together to deliver as one," said Consuelo Vidal, UN Resident Coordinator/UNDP Resident Representative.
"The Government has taken the necessary steps to maintain the level of budget expenditures for social protection. However, it is necessary to take measures to prevent problems conditioned by the economic crisis, find adequate solutions and ensure the further development of the social sector. I am positive that our cooperation will continue to promote the reforms in the area of social protection and the targeted use of resources," said Gevorg Petrosyan, RA Minister of Labor and Social Issues.
