Rustamyan: Constitution Reforms Must not Be Transferred to Authority-Opposition BattlefieldNovember 17, 2005 - 18:40 AMT PanARMENIAN.Net - "By saying "yes" to constitutional reforms the people show their will to take part in the forming of the authority, while by voting against the people say "yes" to the current Constitution and thus approve of the situation in the country," stated Chairman of the Standing Commission on Foreign Relations Armen Rustamyan during a meeting with students and professors of Yerevan State Linguistic University after V. Bryusov. In his words, "November 27 is a decisive day for Armenia and the people should understand it and take part in the referendum." Besides, the constitutional reforms must not be transferred to the authority-opposition battlefield, he remarked. The new Constitution promotes further process of European integration of Armenia," Rustamyan explained. "Armenia's laws basically fit international standards, however authority is not distributed uniformly between individual branches of power, which does not allow using them to the full," the Armenian MP added. Constitutional reforms will promote increase of the republic budget 1.5-2 times, he supposes. In Rustamyan's words, the imbalance between the branches of power results in rather large shadow economy. "The new Constitution solves that issue," he stated. Speaking of dual citizenship he remarked a special law would deal with the issue and would mention the conditions under which Armenians living abroad could take part in elections. He also assured that the repeal of the ban for dual citizenship will not allow the Diaspora to take part in electoral processes in Armenia, reported IA Regnum.
