Kazimirov: Karabakh's Participation in Talks Necessary

As for the current stage of negotiations, Vladimir Kazimirov stated that the responsibility should be shared by the Foreign Ministers and Presidents of Armenia and Azerbaijan. In his opinion, NGOs should also engage in the process.
