"Furthermore, those who think that the declaration rules out the use of force are mistaken. It speaks of political settlement but it's naïve to view military intervention apart of the political process," he said. Commenting on referendum to be held in NKR as a part of the settlement process, Mr. Torosian said, "No one can guarantee that the international community will recognize NKR's independence after referendum. Exclusion of NKR from talks was Armenia's mistake which should be corrected as soon as possible."
