As Eduard Sharmazanov noted, the report contradicts the positions of the U.S. President and State Secretary, who stated that Karabakh issue must be resolved based on the principle of the people’s right for self-determination. In U.S. State Department Report 2010, Karabakh was phrased as “occupied Azerbaijani territory.”
