Adam Schiff:

Armenian Genocide resolution has good chance of passage this year

PanARMENIAN.Net - On April 24, when the whole world marks the 92nd anniversary of the Armenian Genocide, the U.S. fails to find the courage to say it was genocide. Since January 2007 H.Res.106 has been awaiting consideration in the Congress. One of the authors of the resolution, Congressman Adam Schiff (D - CA) comments to PanARMENIAN.Net on the prospects of its passage.
How real is the possibility of adoption of the Armenian Genocide bill by the U.S. Congress?

Given the depth and breadth of support for this year's resolution, there is a better chance of passage than in past years. The leadership of the House (Speaker Pelosi and Majority Leader Hoyer) have both been supportive. Nevertheless, opposition from the Turkish government and the U.S. administration is intense and will make passage difficult. Nobody should take anything for granted.

As it's known, Turkey anchors hopes with the Jewish lobby. Can the latter block the resolution?

Many Jewish members of the House are cosponsors of the resolution, including many of Israel's strongest supporters. Supporters of the resolution should not make the mistake of tying the resolution's fate to Jews. That is an ugly assertion and one that I, as a Jew, find deeply offensive.

Will the passage of the resolution jeopardize the U.S.-Turkish relations or will it remain on paper as in case with the French bill?

My sense is that after an initial impact in relations, that the mutual interests of Ankara and Washington will prevail and that the U.S. - Turkish alliance will continue.

Can President Bush use term 'genocide' in his annual April 24 statement this year?

He can. The question is whether he will.

Can Richard Hoagland's designation gain support of the U.S. Congress?

That is a matter for the Senate, but at this point I do not see the nomination making it to the floor.

Is President Bush likely to exercise his right of appointment of an Ambassador bypassing the Congress?

I hope that President Bush will not use a recess appointment to install Hoagland as ambassador to Armenia. This is an important posting and both our nations deserve an Ambassador whose nomination has been approved by the Senate.

Is violation of parity in the military assistance to Armenia and Azerbaijan possible this year? How, in your opinion, may it influence on the situation in the region?

I believe that in the end the Congress will restore parity. As a member of the State / Foreign Operations Subcommittee of the House Appropriations Committee, I have made restoration of parity a priority. The prospects for peace will be undermined if parity is not maintained.
