Pushing forward false phantasms of «second Karabakh war» is nothing but lack of responsibility and deceit of public

PanARMENIAN.Net - «The statements by OSCE Minsk Group French Co-chair Bernard Fassier on the order of the Karabakh settlement (withdrawal of forces from 7 regions, then discussion of Nagorno Karabakh's status) arouse some bewilderment. Of course, we cannot be sure that Mr Fassier's words were interpreted correctly by the local media. The first task in the Nagorno Karabakh conflict settlement is to prevent resumption of hostilities and secure peaceful resolution of all problems,» OSCE MG former Russian Co-chair Vladimir Kazimirov told a PanARMENIAN.Net reporter.

«The Co-chairs omit this absolute priority as something self-evident. However, it's precipitate. Discussion of any step should start with this principle and finish with it,» he said.

«Those, who are pushing forward phantasms of a «second Karabakh war», hamper the consistent reduction of occupations in the region. It's nothing but lack of responsibility and deceit of the publics. Inadmissibility of use of force is obvious from all viewpoints. The OSCE MG Co-chairs have exerted great efforts for a peaceful resolution of the conflict and cannot remain indifferent to the initiator of military operations. Representatives of major international organizations have already voiced their opinion on the matter. How important problems should be, their resolution must follow the fulfillment of most important condition. Not before it and not instead,» Kazimirov said wishing the Co-chairs more exactness and consistency.

Amb. Fassier allegedly said in Baku, "We should decide what to do first of all. I think 7 regions should be released first, then the issues immediately referring to Karabakh should be discussed. Each state should observe territorial integrity of the other. The principle of self-determination should also be observed. The problem is to unite and consider these principles fairly. If there is a possibility for your country [Azerbaijan] to return these regions, it should be the first step."
