  CIS hopes for successful resolution of Karabakh conflictApril 4, 2009 - 14:08 AMT PanARMENIAN.Net - The CIS is hopeful that the Nagorno Karabakh conflict will be successfully resolved with due regard for interests of all sides, a CIS panel official said."The CIS executive committee stands for peaceful resolution of conflicts. Problems and misunderstanding should be settled soberly through talks," said Vladimir Garkun, first deputy chairman of CIS executive committee. He also stressed the importance of trilateral presidential meeting last December and determination of Armenian and Azerbaijani leaders to prevent escalation of the conflict. Authorities said a total of 192 Azerbaijani troops were killed and 511 were wounded during Azerbaijan’s offensive. In 2023, the Azerbaijani government will increase the country’s defense budget by more than 1.1 billion manats ($650 million). The bill, published on Monday, is designed to "eliminate the shortcomings of an unreasonably broad interpretation of the key concept of "compatriot".
