" Taking into account the fact that my application for RA citizenship is rejected for known reasons and there are compelling circumstances, I apply you to obtain NKR citizenship, " Sefilyan's address reads. The letter is addressed to NKR president by Committee for protection of the right of citizenship of Jirayr Sefilyan.
