Edward Nalbandian: NKR's participation in negotiation process is a necessityJuly 16, 2009 - 22:37 AMT PanARMENIAN.Net - On July 16, RA Foreign Minister Edward Nalbandian met NKR President Bako Sahakyan in Stepanakert to discuss NKR conflict settlement issues. Upon briefing completion, Edward Nalbandian gave a positive assessment to efforts of MG OSCE Co-Chairs in peaceful settlement of NKR conflict.He also reported that publicized Madrid principles are only suggestions, some of them could be discussed, some not. Nalbandian emphasized that Madrid principles reflect offers on NKR status, land connections between Armenia and international security guarantees, the most important elements Armenia always insisted on as main conflict settlement principles. RA Foreign Minister touched upon the issue of refugees, emphasizing that their return to Karabakh is not yet negotiated. The issue will be discussed in a wider context during general conflict settlement negotiations. When questioned by reporters about possible differences of RA and NKR authorities' positions, Nalbandian noted that despite some differences, NKR's participation in negotiations is guarantee of peace process effectiveness. He also added that Armenia will not conclude any agreements without NKR authorities' consent.
