 Heritage calls on RA President to release Artsakh war veteran Sargis HatspanyanJuly 31, 2009 - 22:08 AMT PanARMENIAN.Net - Today Heritage Parliamentary Faction MP Stepan Safaryan addressed an open letter to RA President Serzh Sargsyan, requesting him to release Artsakh war veteran Sargis Hatspanyan, as the veteran's father, residing in France is near death and the prisoner has to see his father. Safaryan addressed the president with a request to provide Hatspanyan with a certificate of participation in NKR war, specifying his contributions to Army formation ( which he was denied by NKR authorities) to enable the veteran to use his right to amnesty.
