PanARMENIAN.Net - 1997-98 offers for NKR conflict resolution were better than Madrid principles, ex-RA FM Vahan Papazyan told a news conference in Yerevan. "The problem of territories' return was always there, I believe soon we'll have a chance to discuss the way this will happen," ex RA FM stated. According to him, Madrid principles were developed during Robert Kocharyan's presidency, so the blame can't be fully shifted on Serzh Sargsyan.



"I'm most surprised over NKR position on the issue. Why does Stepanakert keep silence if it disagrees with Madrid principles which decide Karabakh's fate? Karabakh is well aware of the content of these suggestions," Vahan Papazyan said, adding that if NKR people believe Madrid principles are acceptable, RA and Diaspora Armenians have no right to argue.
