  Armenian President, Defence Minister attend closing stage of NKR Armed Forces maneuvers November 13, 2010 - 13:06 AMT PanARMENIAN.Net - NKR Armed Forces are holding large-scale heavy artillery maneuvers in the city of Agne, former Aghdam. The maneuvers were conducted on November 1 through November 12, with NKR authorities, Armenian President Serzh Sargsyan and Defense Minister Seyran Ohanyan attending the closing stage. On November 13, Armenian president participated in the opening ceremony of the recently constructed military residence for NKR Defense Army servicemen. The President also had a meeting with high-ranking officers of Artsakh army.   Top stories Authorities said a total of 192 Azerbaijani troops were killed and 511 were wounded during Azerbaijan’s offensive. In 2023, the Azerbaijani government will increase the country’s defense budget by more than 1.1 billion manats ($650 million). The bill, published on Monday, is designed to "eliminate the shortcomings of an unreasonably broad interpretation of the key concept of "compatriot". The earthquake caused a temporary blackout, damaged many buildings and closed a number of rural roads.
