The cables state Iran-Black Sea transit routes to be as follows: Iran-Azerbaijan-Georgia –Black Sea; Iran –Azerbaijan-Russia-Baltic States; as well as those going through NKR territories. “UNODC as well as Azerbaijani officials believe that senior Armenian political and government officials, including former President Ter-Petrossian, are personally profiting from narcotics trade,” the cables dated September 26, 2008 say. ![]() ![]() Azerbaijani authorities report that they have already resettled 3,000 people in the Nagorno-Karabakh town of Stepanakert.
