OSCE MG -announced principles for Karabakh conflict settlement should be amended

PanARMENIAN.Net - U.S., Russian and French Presidents once again confirmed their adherence to Madrid Principles. However, favorable intentions, as well as recitation of well-known positions, which need significant amendments are not enough, deputy director general of Strategic Culture Foundation Andrey Areshev stated.

According to him, the statement contains no mention of recent precedents of internationally wrongful acts (Kosovo, Abkhazia, South Ossetia). “Unfortunately, joint statement does not contain any assessment of Chaylu incident, or the necessity of political resolution for disputable issues, instead of use of force. At least partial demilitarization of conflict zone should become the next step. Without prior steps aimed at establishment of trust between the parties, development of peace agreement, as well as implementation of principles cited in joint statement is not a possibility.”

Andrey Areshev also added that the announced active support of conflicting parties to finalize “main principles of conflict settlement” should not be brought to unidirectional pressure capable of intensifying the misunderstanding.

Besides, Areshev stressed, though the statement authors dwell on “international security guarantees, including peacekeeping operation”, negative historic experience should be taken into account while considering the issue. According to prior experience, peacemakers were unable to avert wars or stop ethnic cleansings.

“The OSCE MG -announced principles for Karabakh conflict settlement should be corrected to achieve a breakthrough in practice, not theory,” Andrey Areshev concluded.
