I’m confident that we can avoid war,” Serzh Sargsyan told Echo of Moscow. “In 2007, co-chairs of the OSCE Minsk Group proposed the Madrid Document to the sides. However, Azerbaijan started interpreting the proposals in its own way, thus undermining the process,” he said.
