Vartan Oskanian is scheduled to meet with the Armenian community of Istanbul in the Constantinople patriarchy.The BSEC was founded in Yalta June 25, 1992, when leaders of Azerbaijan, Albania, Armenia, Bulgaria, Greece, Georgia, Moldova, Russia, Romania, Turkey and Ukraine signed the regulations of the Organization.
