"The main problem of this initiative is not the economy itself, but perception of European values and democracy in six states: Armenia, Azerbaijan, Belarus, Ukraine, Georgia and Moldova," Director of Freedom House Europe Vladimir Shkolnikov said at Caucasus 2008 conference in Yerevan. "Of course, Eastern Partnership plan still has to be developed. It is quite a complicated project, which targets Belarus and Ukraine rather than South Caucasus countries," the expert said and added that as compared to past initiatives, Eastern Partnership design is very promising.
