OSCE CiO: We Are Close to Karabakh Conflict Settlement
According to an article published in The Wall Street Journal, when commenting on the situation in Azerbaijan Slovenian Foreign Minister, OSCE Chairman-in-Office Dimitrij Rupel said, "If stability in Azerbaijan is violated the Karabakh conflict settlement will be postponed for an uncertain period. It would be very regrettable, as we have approached the resolution of the problem. The Azerbaijani government has a historical chance to derive a great profit from the oil resources today, when the world prices for oil are so high. Azerbaijan can direct this profit to the perfection of substructures, human resources and development of alternative economic sectors. However, economic progress is impossible in a long-term outlook if it is not accompanied by thoroughly elaborated political reforms, stability and general security.

I am speaking about this, since I have some fears that there are certain forces in Azerbaijan preferring violence to stability for achieving their own goals. The international community should secure the transparency of the government-opposition relations and relations within the government itself. I consider that with engagement of a third party it would be easier hold a dialogue. Moreover, it's time for Ilham Aliyev to activate steps targeted at political and economic liberalization. The Azerbaijani President has done much. However the power of the government will strengthen of the political processes in the country become more legal what can be achieved by carrying out reforms," Dimitrij Rupel said, Mediamax reported.
