No One Doubts Karabakh Armenians' Unwillingness to Return to Past

PanARMENIAN.Net - "The referendum on 'Organic Law of the Nagorno Karabakh Republic' evoked a number of contradicting estimations. In Nagorno Karabakh and outside of it many non-official figures and organizations see in local Armenians aspiration to comprehend lessons of democracy and even to underline their superiority in front of principal opponents. But is there anybody who doubts that they do not want to return the remote past?" commented to PanARMENIAN.Net correspondent ambassador Vladimir Kazimirov , the Minsk Group Russian Co-Chair in 1995-1996.



"I'll repeat: there was a defect in the referendum. That is: the Azeris that lived there before the 1992-94 war did not take part in referendum. Many people underline the results of the phenomenon which is on the surface but they do not want to find out the causes. Such an amnesia with the loss of cause-and-effect relations strikes those who do not want to acknowledge the original possession to solve the conflict with force," the Russian diplomat stressed.



In his words, a number of states and organizations officially declared that they do not recognize the referendum in a non-recognized state. "The Minsk Group Co-Chairs had a speech on the subject (in Baku agencies even managed to ascribe to the Co-Chairs non-recognition of the NK as a conflicting side). The recognition and non-recognition, as was mentioned, is a political and not lawmaking act. All constitutions look for power source in heir people (sometimes with the help of referendum) and not in outside recognition. Official mouths confirmed that the referendum cannot be ignored. It could not be recognized officially, but it has already been taken into account de facto. Why to make so much fuss about this referendum, if we can pretend as if nothing happened? People will take it into account as a repetition before other referendum, which will define the final status of Nagorno Karabakh. And after that the international recognition will come. If there is an agreement, sooner or later everyone will have to recognize the interim status of NK in the period till that referendum. But first of all in 2007-08 the International Community should reach an acknowledgment from all the sides of the Nagorno Karabakh conflict that there is no alternative for the peaceful solution to the conflict
