  Peaceful settlement ruled out without NKR participationJuly 9, 2009 - 20:41 AMT PanARMENIAN.Net - Achieving peace in the region will be impossible unless Stepanakert participates in Karabakh settlement talks, NKR Defense Minister told journalists in Askeran region, as reported by a PanARMENIAN.Net correspondent from Karabakh. "We do not participate in talks, and cannot have discords with official Yerevan which has its own approach to conflict settlement. We'll introduce our positions provided we become direct party to talks," Defense Minister said.Touching upon possible concessions, Movses Hakobyan stressed that there were no official reports in that connection, and statements of the kind were disseminated only by media.
