As it is known, Azeri parliamentarians think that Schwimmer is the person to blame for the fact that PACE winter session passed a resolution demanding release of political prisoners in Azerbaijan. The members of PACE Azeri delegation have even addressed the Assembly President Peter Schieder a complaint of the Secretary General. In this regard Baku attitude towards CE Secretary General is rather chilly. This circumstance may impede the discussion of the candidature of CE reporter on Karabakh question. The question will become one of the main items in the course of the negotiations. In the words of Azeri Foreign Minister Vilayat Guliyev, the appointment of the reporter is constantly being delayed because the parties do not manage to arrive at a consensus concerning the candidates proposed.
