As he pointed out, an agreement between NKR and RA parliament envisaged RA National Assembly’s recognition of NKR independence at an opportune time. “I believe, time has come to recognize NKR independence. Other states’ recognition of Artsakh independence will not hamper negotiation process,” he stated, adding that world court ruling can serve as a basis for Armenia to launch the process of international recognition of NKR independence. ARFD NKR parliamentary group member Armen Sargsyan, in turn, noted that Hague court ruling can make a positive impact on international recognition of NKR. On 22 July, the International Court of Justice issued an advisory opinion on Kosovo's declaration of independence. The ICJ ruled that a declaration of independence does not violate any UN resolution or international law.
