"Madrid Principles offer Karabakh self-government instead of self-determination," he added. "Besides, the document doesn't envisage expression of popular will and doesn't ensure security of Nagorno Karabakh. That is why, it's high time NKR joined the talks," Mr. Hovhannisian said.
