According to him, the Ministry of Education and Science implemented all its programs envisaged for 2009, despite the difficulties it experienced during the year. "The financial crisis was the first stress resulting in budgetary reductions. The second stress was the replacement of Minister, what certainly affected the process of regulating the sector," the Minister said.
